Because the usual sequence has a gap in it. A student finishes a qaida, having learned the letters and their joins, and is then handed a full mushaf — which is an enormous jump, and where a great many learners stall.
Putting Juz 'Amma in the same book closes it. The moment the qaida ends, the student is reading real Quranic text on the next page — and it is text he already half knows by ear from prayer, so the first attempt succeeds.
Succeeding on the first attempt is what determines whether someone continues.
