Because it is the layout of the Madinah mushaf, and therefore the one used across the Arab world and in most masajid globally. Every 15-line copy breaks pages at the same point, so a reader who memorizes from one can pick up another anywhere and find the page identical.
That consistency is the single most useful property a mushaf can have, and it is why the format has not changed.
The script of the standard printed mushaf, following the orthography of the Uthmani codex. It differs in places from ordinary written Arabic, and those differences preserve features of the original written text rather than being typographic choices.
