Why the Question Recurs Every Year

Because it is one of the very few matters on which a community physically divides. Two masajid in the same city begin Ramadan on different days and celebrate Eid on different days, and the families caught between them have to choose.

Most people hold a position on it without having heard the evidence for either side. This lecture supplies that — the narrations, what they actually specify, and where the calculation argument departs from them.
